Public Healthcare's electronic purchase order

The "Nodo Smistamento Ordini" (NSO) is a revolutionary procedure of Public Procurement.

Starting early in 2020, the Italian Healthcare Public Administration (SSN) will exchange with its suppliers digitized purchase orders using a single channel: the Nodo Smistamento Ordini or better known as NSO

At the beginning of 2020 will come into force the obligation to transmit via NSO all the orders relating to assets purchase and the obligation to transmit via NSO all the orders related to services purchase.

It will be then mandatory that the e-orders will be sent by the Healthcare Public Administration and received from suppliers through the same channel. MTF is ready to support its customers to adopt the best solutions

HOW
  • Transmitting all e-orders via NSO (Nodo di Smistamento Ordini) only
  • Transmission channels: PEC, Webservice, FTP, PEPPOL standard format
  • Format: UBL version 3.0
WHEN
  • According to MEF's 7 December 2018 decree, obligation to compliance would have come into force from 1 October 2019, for what concerns digital purchase documents; the MEF has postponed the obligation to 1 February 2020

SCHEME OF TRANSACTION VIA NSO

The structured e-order transmission model is based on the "Nodo di Smistamento Ordini" (NSO).  The NSO channel will provide an exchange platform between customers and suppliers allowing constant monitoring of the PA's expenses. The protocol will also reduce the possibility of making data entry errors and the administration will be able to process the orders more quickly and to control the asset delivery process.

The order, however, will not be the only document to be dematerialized; in fact, it will be possible to manage different types of messages, such as rejection notifications, delivery notifications and many others.
